Hillary Clinton announced her first major policy proposal of her presidential campaign: universal pre-K education. Speaking at a YMCA in New Hampshire on Monday, the Democratic frontrunner said she wanted to have all 4-year-old children enrolled in “high-quality preschool” within the next 10 years. “You shouldn’t think of child care as just a place to deposit your kids—a warehouse. We should invest in programs to address the needs of parents and children,” Clinton said, adding she would double the budget for Head Start programs and give a bigger tax credit to parents of children under age 3. Clinton slammed the Republican Party for voting in Congress to cut early-education programs. “Did they cut subsidies to oil companies? Did they cut tax loopholes?”
