Hillary Clinton on Tuesday unveiled a $10 billion drug and alcohol treatment plan, in which the federal government would match state dollars by as much as $4 to $1. The plan includes “alternatives to incarceration for low-level and nonviolent drug offenses,” and aid to get people back on their feet. Clinton has spoken previously about encountering mass drug and alcohol dependence on the campaign trail, particularly in New Hampshire. “I did not expect that I would hear about drug abuse and substance abuse and other such challenges everywhere I went,” she said at the time.
