The U.S. Homeland Security Department is set to announce a new terror-alert system in the coming days. The agency’s chief, Jeh Johnson, announced the new system Monday, saying it will serve to keep the public more informed on threats. This will be the third system instituted since the 9/11 attacks; the first, the heavily mocked color-coded system, was replaced in 2011.
