Ten days before the latest government-shutdown deadline, the House of Representatives passed legislation on Friday that would both keep the government running at post-sequestration levels and cut funding for the Affordable Care Act. Though the measure is certain to die—either in the Democrat-led Senate or at the desk of President Obama, who has pledged to veto if it gets that far—it adds difficulty to the task of reaching a compromise on how to keep the government from shutting down before September 30.
