Iran is beginning to make changes to an underground nuclear facility on Sunday as part of an expansive seven-nation pact. The country has to constrain its nuclear program more before sanctions and relief will come as part of the agreement. Senior administration officials in the U.S. say that the work will take longer than the expected two months that Iran had allotted. President Obama plans to issue provisional waivers and instructions for U.S. agencies to begin relieving sanctions on Sunday.
