Iraqi Army Postpones Pullout

This seems to be a sign of a democratic government—delays. The Iraqi military is delaying its scheduled pullout from the nation’s cities over security concerns. A spokesman for the military said there are worries that the police will not be able to handle security in some areas. The Army was supposed to hand over security operations to the police at the end of the year, but officials do not think the police are capable of taking over.
