During a Sunday-morning interview on CNN, Republican Rep. Darrell Issa said he is getting close to proving that the targeting of conservative groups by the IRS originated at the agency's headquarters in Washington, D.C. “My gut tells me that too many people knew this wrongdoing was going on before the election," said Issa. Two congressional panels interviewed staffers from the IRS's tax-exempt office last week and were told that lower-level agency employees were being scapegoated, according to Issa. The committee members were also told that orders to scrutinize conservative groups were issued in March 2010.
