Is force now the only option? An African mission to convince Ivory Coast leader Laurent Gbagbo to hand over power to the victor of last month’s election has failed. The presidents of Benin, Cape Verde, and Sierra Leone visited Gbagbo, urged him to step down, threatened him with military force, and offered him legal amnesty. The winner of the election, Alasanne Ouattara said talks are now “over” and encouraged the African Union "to use all the means at its disposal including the use of legitimate force.” Nigeria is leading the drafting of plans for a military intervention.
