Kansas became the first state on Tuesday to ban what it has called “dismemberment abortion,” an abortion procedure typically performed during the second trimester of a pregnancy. Unless the mother’s health or life are in danger, doctors are barred from using forceps, clamps, scissors or other instruments to remove a fetus from the womb in pieces. The law was drafted by the National Right to Life Committee and signed into law by Republican Gov. Sam Brownback.
