Sounds like the U.S. might actually be willing to reach out to North Korea—if Kim Jong-un takes steps to dismantle his nuclear-weapons program. Secretary of State John Kerry told reporters in Tokyo, “We need the appropriate moment, appropriate circumstances,” and added, “What we really ought to be talking about is the possibility of peace.” Recently, the U.S. canceled military exercises and toned down statements in order to pave the way for talks that, hopefully, will not be conducted by Dennis Rodman.
