Kentucky's Republican Gov. Matt Bevin has ordered that the state prepare marriage licenses without the names of county clerks in an effort to protect religious beliefs like those of Kim Davis, the clerk who infamously refused to issue licenses to same-sex couples, despite a Supreme Court decision legalizing such unions.
