The police will set their sights on dispensaries that are turning a profit, a violation, according to the newly elected city attorney, of state laws that only allow clubs to operate on a nonprofit basis. Whatever the result of the increased attention and potential prosecution, the L.A. raids will be watched closely throughout the country as a sign of the direction of drug policy nationwide.
