A leaked Department of Homeland Security document recommends continuous, long-term surveillance of young, male Sunni Muslim immigrants from South Asia, Africa, and the Middle East, Foreign Policy reported Monday. The January document argues for “dedicating resources to continuously evaluate" these men on a "long-term basis." The draft bases its recommendations on a study of terrorism by Sunni Muslims. Basing the recommendations on the Sunni-specific study makes the proposed policy inherently biased against Sunni men, experts told Foreign Policy. A DHS spokesperson did not deny the draft’s authenticity, but cautioned that the policy was still under internal review.
