Recreational use of marijuana was decriminalized in Washington, D.C. on Thursday, allowing citizens to possess up to two ounces and grow six plants. Selling pot is still illegal, however, in part because opposition from Republicans on the House of Representatives Oversight Committee has stalled the creation of rules on pot sales, regulation, and taxation.
