In Virginia’s transportation bill, Governor Bob McDonnell proposed a new policy that would charge owners of hybrid and electric cars an annual fee of $100.
McDonnell has said the fee is a matter of basic fairness, because alternative-fuel vehicles cause wear-and-tear on the roads just like any other car, but their owners contribute little or nothing for their upkeep through the gas tax…
“A lot of people feel this is a tax on virtue,” [Del. Scott A. Surovell (D-Fairfax)] said. ... “What are gonna tax next, non-smokers?”…
It should be noted that 82% of registered hybrids in Virginia are in Northern Virginia, a Democratic stronghold in the state.
