Libya's Rebels to Outline New Gov't

Libya's rebel leadership heads to Paris Thursday to outline a new government alongside delegates from 60 nations, even as the Gaddafi clan vows to stay and fight. Secretary of State Hillary Clinton will attend. Meanwhile, Muammar Gaddafi’s son Saif al-Islam said in a radio broadcast Wednesday that forces loyal to his father will continue fighting to defend Tripoli—but other reports from the capital said Saif is in secret negotiations to surrender. There were other signs of internal strife: Minutes before Saif’s speech, his brother Saadi said they will be negotiating with interim authorities to end the fighting in Libya.
