An Illinois judge set $1 million bond for a 28-year-old man on Thursday after police claimed he cut off the penis of his girlfriend’s new boyfriend in Chicago, The Miami Herald reports. Justin Foster was arrested in Tallahassee late last month for attempted murder. The Chicago Tribune reported earlier that Foster took a plane from Atlanta to Chicago, where he confronted a 26-year-old man. Foster reportedly hit him in the head with a tire iron, carved his initials into the man’s leg and then cut off his penis. He then threw the penis over a fence, drove to the airport, and took a flight back to Atlanta. The victim survived after a passerby found him and called 911. The man is reported to have suffered permanent brain damage.
