New York City Mayor Bloomberg wasn’t taking his chances this time: He declared a “weather emergency” at 9 p.m. Tuesday night, as a blizzard neared the city. It dumped seven inches of snow on the city, and the city’s early response appears to be good enough to keep schools open. Bloomberg invented the “weather emergency” to discourage drivers; a full-blown “snow emergency” bans cars without chains or snow tires from the roads. In its efforts to avoid a repeat of its poor response to the December 26 blizzard, the city has also hired extra plows, temporary workers, and ambulances, as well as equipped them with gear for the snow.
