On a Mexican border lake plagued with pirates, one gruesome death has led to another. State police commander Rolando Flores has been found decapitated, Mexican authorities say, while investigating the murder of an American tourist. According to the office of Texas Congressman Aaron Pena, Flores “was delivered by way of a suitcase to Mexican military police.” A Mexican spokesman says there's no link between the Flores case and that of David Hartley, the Colorado native whose disappearance Flores was investigating. Hartley and his wife were jet skiing on the border lake when they were hit with gunfire from pirates.
