The man suspected of repeatedly stabbing a fellow sailor in the chest and neck was arrested Friday afternoon after an hourslong manhunt. Petty Officer 3rd Class Wilbur Harwell, 26, got into an argument with another service member, Petty Ofcicer 2nd Class Justin Powell, 25, outside the Navy Exchange at Naval Support Activity Hampton Roads, Portsmouth Annex, according to the Navy. Powell was taken to Naval Medical Center Portsmouth where he was listed in critical condition after surgery.
