Federal authorities announced Wednesday they would not be filing charges against the two white Minneapolis police officers who fatally shot 24-year-old black man Jamar Clark last fall. Because there was “insufficient evidence” to bring a federal case, U.S. Attorney Andrew Luger said, there will be no civil-rights violations pegged to officers Mark Ringgenberg and Dustin Schwarze. Some witnesses said Clark was handcuffed when he was fatally shot, triggering widespread protests and public outcry, leading the city’s mayor to ask the Justice Department to investigate.
