New York City Mayor Michael Bloomberg's ban on large sodas hit a major obstacle on Tuesday when a state appeals court struck down the measure, saying the city’s health board had violated the separation of powers and overstepped its bounds in approving the law. The controversial measure, which would have banned the sale of sugary drinks larger than 16 ounces, was part of Bloomberg’s plan to combat obesity, but the court unanimously found that it had too many loopholes that allowed certain businesses to continue selling large sodas. Bloomberg called the ruling a temporary setback and vowed to appeal.
