Two years after he campaigned aggressively on the issue, President Obama sought to jump-start a faltering immigration reform push, making a speech on the U.S.-Mexico border Tuesday afternoon. Conceding failure to pass any measure, including the DREAM Act, he said, "I know some here wish that I could just bypass Congress and change the law myself. But that’s not how a democracy works." Still, few observers expect the bitterly divided legislature to make any serious movement on immigration reform any time soon. Instead, Obama appears to be trying to rally Hispanic voters—a key demographic as he heads into an intense re-election season. The president also trumpeted border security enhancements, including beefing up the number of agents on patrol.
