“Congress has to stop governing by crisis,” President Obama said on Tuesday during a statement on the goverment shutdown. Only thinly veiling his frustration with the Republicans in Congress, Obama defended the Affordable Care Act, calling it a “life-changing opportunity” for the 15 percent of Americans without health insurance.
