President Obama has a message to the country's mayors: "The American people are watching." Addressing a gathering of municipal leaders at the White House, Obama warned that he will "call them out" if they misspend stimulus funds. "They need this plan to work," he said. "They expect to see the money that they've earned—they've worked so hard to earn—spent in its intended purposes without waste, without inefficiency, without fraud."
