Obama to Congress: 'Stop Governing by Crisis'

Calling Republican demands to roll back Obamacare 'reckless,' President Obama said Tuesday he would not negotiate with Congress over a healthcare law that is 'here to stay,' and demanded they pass a budget and end the government shutdown.
