Sunny days ahead: President Obama is planning to ease travel restrictions on Cuba that will make it easier for academic, religious, and cultural groups to visit the island. It’s a return to the “people to people” policies followed by President Bill Clinton but jettisoned in favor of harsher limits under President George W. Bush.
