Sunny days ahead: President Obama is planning to ease travel restrictions on Cuba that will make it easier for academic, religious, and cultural groups to visit the island. It’s a return to the “people to people” policies followed by President Bill Clinton but jettisoned in favor of harsher limits under President George W. Bush. It’s unclear exactly when Obama will announce the changes: Some say he’ll wait until after the midterm elections, but others say he plans on announcing the changes right after Congress returns from recess in mid-September.
