One day after the White House admitted to killing four Americans through targeted drone strikes, President Obama plans to announce new restrictions on the use of the unmanned aircraft. The president’s counterterrorism speech—the first to date in his second term—is likely to center on reducing the CIA’s involvement in deciding when drone strikes are appropriate. Along with the announcement, the president will present ”new classified policy guidelines” which will demand that drone strikes be reserved for targets who pose a “continuing, imminent threat to Americans.” The new policy aims to decrease “signature strikes,” attacks on entire groups of people who are assumed to be members of al Qaeda.
