The 2010 plan will include a “competitiveness” push, a call for stricter campaign-finance laws, and a renewed emphasis on open government. Obama will use presidential statements and rely less on the legislative agenda. Politico notes that the agenda acknowledges that Obama is unlikely to pass the most ambitious parts of his agenda from last year.
