How to avoid future oil spills like the one devastating the Gulf coast? The Interior Department is proposing to slice the Minerals Management Service in two, with one side collecting royalties from oil and gas companies, and the other inspecting the facilities’ safety. The move is a reaction to criticism, in the wake of the massive oil spill spreading across the Gulf Coast, that the small agency faces a conflict of interest in that it must regulate the companies that also provide its funding.
