President Obama is heading to the border Tuesday to give a speech on immigration reform—an early attempt to rally Hispanic support for the 2012 election. He’ll repeat his call for comprehensive immigration reform, including tougher enforcement and a path to citizenship for illegal immigrants; but don’t expect the plan to go anywhere, as Republicans will oppose the measure. Obama will give the speech in El Paso, across the Rio Grande from the violence-plagued Ciudad Juarez. Texas Governor Rick Perry apparently sought a meeting with Obama, but they were unable to schedule it.
