President Obama will not use an executive order to shut the Guantanamo Bay prison facility—once a major goal of his presidency. Officials in the White House reportedly concluded the action would not be a viable strategy, and that route has been quashed. To close the facility without executive action, Obama would have to persuade Congress to bring the remaining inmates to maximum-security prisons inside the U.S., which has been banned. The military prison was set up following the Sept. 11, 2001, terror attacks.
