More than 6 million people have signed up for health insurance plans via federal and state exchanges since October, the Department of Health and Human Services reported Thursday—just four days before the March 31 deadline to enroll. The newest numbers mark a victory for the Obama administration, having surpassed the goal set by the Congressional Budget Office to determine whether the system set up by the president’s Affordable Care Act would be sustainable.
