Obama’s Approval Ratings Hit Low

But Democrats are favored above Republicans.

The blame has shifted from shutdown-enabling Republicans to a health care-fumbling White House. In a new Wall Street Journal/NBC poll, President Obama's approval rating fell to 42 percent—an all-time low—with 51 percent of participants expressing disapproval at his performance. In another surprising response, the majority responded saying they belonged to neither party, and optimism in the U.S. system of governance hit a 40-year low with 30 percent. But overall, Democrats were viewed more favorably than Republicans.
