Paul Ryan slammed the president on Twitter Tuesday, ahead of a speech in which Obama plans to call the Republican budget “thinly-veiled social Darwinism.” The House Budget chairman tweeted: “We all thought @BarackObama would be better than this. He had potential, making his leadership failures so disappointing.”
