Pennsylvania Governor Tom Wolf signed two separate executive orders targeting transgender discrimination. One order bans the state from discriminating against employees based on "gender expression or identity." The other one would ban this same kind of discrimination in contracting, requiring companies doing business in the state to abide by the same rules. This comes as various southern states have instituted bathroom bans for trans individuals.
