"To suggest that the North Korean regime has fully tested, developed, or demonstrated the kinds of nuclear capabilities referenced in the passage," a Pentagon spokesman said. South Korean authorities also said Thursday night they don't believe North Korea is miniaturizing a nuclear warhead, saying their enemy has conducted three nuclear tests but that there is "doubt whether they are at the stage where they can miniaturize it to mount on a missile."
