Charlotte-Mecklenburg Police Chief Kerr Putney on Friday identified the suspect and victim from a Wednesday night shooting during the violent protests over the police shooting death of Keith Lamont Scott. Justin Carr was shot at about 8 p.m., allegedly by a suspect identified as Rayquan Borum, who was seen firing a pistol indiscriminately into a crowd of dozens. One round hit Carr in the head, leaving behind a massive pool of blood. The shooting was witnessed by The Daily Beast’s on-scene reporter, Ryan James. Carr was initially hospitalized in critical condition, but was pronounced dead Thursday night. Borum has been arrested by Charlotte authorities on a murder charge.
