A criminal complaint outlining Cesar Sayoc’s alleged mail-bombing campaign states that he included pictures of his targets marked with a red “X” in packages that were sent to four prominent Democrats. The complaint alleges that he included the ominous photographs in packages addressed to billionaire Democratic donor George Soros, former President Barack Obama, former CIA director John Brennan, and Rep. Maxine Waters (D-CA). Sayoc, 56, was arrested Friday in Florida after a “latent” fingerprint and possible DNA match were found on the device addressed to Rep. Waters, authorities said.
