The head of Russia's upper house said military intervention is "impossible" on Wednesday. In any event, the Russian provocation comes as questions swirl about the future of the Crimea—a pro-Moscow area on the Black Sea and home to a Russian naval base—as well as the whereabouts of ex-president Viktor Yanukovych.
