Charles Rangel asked for “a drop of fairness and mercy” before the House ethics committee on Thursday as it considered censuring him—the toughest possible punishment short of expelling him from Congress. Speaking before the committee, Rangel admitted mistakes, but still clashed with Rep. Michael McCaul (R-Texas), who attacked him for failing to pay taxes on his Dominican villa for 17 years.
