It worked once before: On Thursday, Republicans will unveil a new “Contract with America,” modeled on the famous document that Newt Gingrich and the GOP unveiled before taking over the House in 1994. While the GOP has not yet announced its contents, it’s expected to include a call for a two-year freeze on tax rates and a reduction in spending to 2008 levels. It could also include calls for repeals of health-care reform and financial-regulation reform.
