A new decree by the Russian government would refuse driver's licenses to transgender people, as well as other several other groups. The Association of Russian Lawyers for Human Rights reports Decision 1604 made on Jan. 6 adds new classifications to a list of “medical conditions and medication restrictions to driving.” The list includes “all transgender people, bigender, asexuals, transvestites, crossdressers, people who need in a sex reassignment.” These restrictions, in the association’s estimation, could ensnare women with underdeveloped breasts, a man with a thin beard, or anyone interested in BDSM. Amputees and people under 4’11” could also be prevented from driving.
