A soon-to-be-released congressional report says the Russian government had warned the U.S. that Tamerlan Tsarnaev was a radical Islamist a year and a half before the Boston Marathon bombing. However, Tsarnaev slipped through authorities’ hands multiple times, including one instance at JFK Airport because his name was misspelled in the security database. While the FBI followed up on the detailed Russian report, it did not conduct surveillance, and closed the case in June 2011, saying “the assessment found no links to terrorism.” The Russians also sent a second cable to the FBI six months later, but the FBI reportedly never reopened the case or investigated further.
