Russia’s Paralympics team will not be welcome at the Pyeongchang Games in March because of its record of cheating doping standards. The International Paralympic Committee said Monday that 35 individual Russian athletes will be allowed to compete under a neutral flag in five sports if they choose. The Russian Paralympics team previously missed the 2016 Summer Games in Rio de Janeiro because of its widespread doping violations. The International Olympic Committee banned Russia’s full team from next month’s Games in South Korea after evidence of systematic doping emerged; however, 169 Russian athletes have been invited to compete under a neutral flag.
