Brian Encinia, the Texas trooper who pulled over Sandra Bland and arrested her, was once cited for “unprofessional conduct” while he was still a probationary trooper. Encinia’s personnel file shows a 2014 incident in which the trooper “was given a written counseling for unprofessional conduct…for an incident occurring while at a school in Austin.” The file does not provide additional details on the incident. Encinia’s confrontation with Bland is still under investigation, though director of the Department of Public Safety has said the trooper violated internal policies of professionalism and courtesy.
