New York and New Jersey residents devastated by Hurricane Sandy struggled to stay warm as power returned to much of Manhattan on Saturday. New Jersey residents looking to fill up their gas tanks met long lines at the pump as Gov. Chris Christie imposed rationing, and electrical service remained spotty in areas of the Garden State as well as in broad swaths of Queens and Long Island. New York Gov. Andrew Cuomo sharply criticized the Long Island Power Authority on Saturday for dragging its feet on restoring power to hard-hit areas like the Rockaways.
