Nearly 30 percent of the blaze has been contained, and firefighters were aided by cool marine air that pushed back the wind-driven wildfire. The fire is expected to be fully contained by Wednesday and thousands of evacuees are expected to return home. The five-mile stretch of fire reached from Goleta to the expensive area of Montecito, where Oprah’s home was evacuated.
