Senate negotiations over how to fund the payroll tax cut extension have stalled and the ability to agree on a plan may cause a government shutdown. Earlier Wednesday, Senate Democrats dropped their demand that millionaires pay for the continuation of the payroll-tax cut through a surtax. President Obama met with Senate Majority Leader Harry Reid and other top Senate Democrats today to discuss the hotly debated proposed tax. The decision was a huge concession to Republicans in the payroll-tax-extension negotiations, which have gotten so dire they threaten to cause a year-end government shutdown.
