Almost half of the 9 million people receiving Social Security disability benefits were overpaid, according to a decade long study by the programs inspector general. Nearly $17 billion were allocated to people whose salaries were too high to qualify or were no longer disabled. The program is projected to run out of funding late next year, which would force budget cuts to other government programs unless Congress employs a solution.
